MassHousing in cooperation with DEP, and the Mass DOR have made available financial help
for qualified  homeowners faced with the need to repair a failed septic system to meet the
Title 5 requirements. This aid is not a grant but a low-interest, or no-interest loan up to a
maximum of $25,000. If qualified, homeowners may repay the loan for a period of 3 to 20
years depending on the amount of the loan.

Septic system repair loans are originated by participating banks, credit unions, or other
lenders. Interest rates range from 0% to 5% depending on household income.

1. Homeowner Obtains Title 5 Inspection or a certified letter from the local Board of Health
stating system failure.

2. Homeowner contacts septic service contractor to arrange perc test and design.

3. Homeowner Disposal Works Construction Permit and contracts with a licensed installer.

4. Homeowner submits loan application and Board of Health approved design plan to lender.

5. Lender determines income eligibility.

5. Septic loan is underwritten (unless denied).

6. Loan(s) closed; Funds put in escrow.

7. Loan(s) sent to MassHousing for purchase.

8. MassHousing pays $500 fee to lender.

9. Septic system repairs completed; Certificate of Compliance issued.

10. Certificate of Compliance sent to MassHousing by lender.
